What is the difference between a Pleasure Craft Operator Card and a boating license? Mandatory Boater Education
In Canada, people often mix these up, but they’re actually two different things with very different purposes:
Pleasure Craft Licence (PCL)
- This is for the boat, not the driver.
- It’s like a license plate for your vessel.
- Issued by Transport Canada.
- Required for most powered boats with 10 hp (7.5 kW) or more.
- Gives your boat a unique identification number, which must be displayed on the hull.
- Used for identification, safety, and theft recovery.

Pleasure Craft Operator Card (PCOC) — “Boating License”
- This is for the person operating the boat.
- Also regulated by Transport Canada.
- Required for anyone operating a motorized boat in Canada, regardless of size or power.
- You get it by passing a boating safety test.
- It’s valid for life (no expiry).
Think: “driver’s license for boating.”
