Pleasure Craft Licence (PCL)

  • This is for the boat, not the driver.
  • It’s like a license plate for your vessel.
  • Issued by Transport Canada.
  • Required for most powered boats with 10 hp (7.5 kW) or more.
  • Gives your boat a unique identification number, which must be displayed on the hull.
  • Used for identification, safety, and theft recovery.

👉 Think: “registration for the boat.”

Pleasure Craft Operator Card (PCOC) — “Boating License”

  • This is for the person operating the boat.
  • Also regulated by Transport Canada.
  • Required for anyone operating a motorized boat in Canada, regardless of size or power.
  • You get it by passing a boating safety test.
  • It’s valid for life (no expiry).

Think: “driver’s license for boating.”
