Can I operate a boat without a boating license in Saskatchewan?
All boaters, regardless of age, are required to have a boating license in order to operate a powered watercraft. Powered watercraft includes watercraft fitted with any size motor, even an electric trolling motor.
Children under the age of 16 are not permitted to operate boats equipped with motors exceeding specific horsepower restrictions unless accompanied by a supervisor aged 16 or older who is present in the boat.
Youth under 16 years of age may not operate a personal watercraft (PWC) under any circumstances.
Certain behaviors exhibited by boat operators constitute criminal offences that are punishable (could lead to fines or possible imprisonment). The following offences are also in violation of the Criminal Code of Canada (Contraventions Act)
Saskatchewan speed limits while boating
When boating in Saskatchewan and some other provinces, an unposted speed limit of 10 km/h (6 mph ) within 30 meters (100 ft ) from shore applies on all waters. Boat operators must observe this limit except where other limits are posted.

You have the option to either "license" or "register" your pleasure craft. It's important to note that a "licensed" pleasure craft is distinct from a "registered" pleasure craft.
