No. You don't need a boating license to operate a rowing shell in Canada. The Competency of Operators of Pleasure Craft Regulations only apply to pleasure craft fitted with a motor.
Crew boats are technically called shells, and motor boats for coaches are called launches. Rowers use oars to help propel the boat.
