Do I need a boater education card to operate a watercraft in Texas?

In Texas, any person born on or after September 1st 1993 who wishes to operate a PWC (Personal Watercraft), a Motorboat with a 15 hp motor or greater, or any wind-blown vessel over 14 feet will be required to pass a boater education certification course.

Who is exempt from having to acquire a boater education card?

  • Other state boater education courses certificates, which are approved by Texas Parks and Wildlife Department and is NASBLA approved.
  • A holder of a master’s, mate’s, or operator’s license issued by the USCG; or is otherwise exempt by rule of the department.

I do not have a driver's license. Can I still get the Texas boating safety certificate?

You are not required to have a state driver's license in order to obtain a boater education card.

Is Texas boating education certificate accepted in other states?

Yes. All states that require boater education certification will recognize the Texas Boat Operator's Certificate, due to a NASBLA-approved course reciprocity for non-residents.

What are the age restrictions to drive a powerboat in Texas?

Age restrictions to operate a powerboat in Texas:

In Texas a person cannot operate a windblown vessel over 14 feet in length, a motorboat with more than 15 horsepower, or personal watercraft unless he/she:

  • was born on or after September 1, 1993 and has passed a boater education class or equivalency examination prescribed by the department.
  • is 18 years of age and can lawfully operate the motorboat and is on board the motor boat when underway.
  • is at least 13 years of age and have successfully completed a boater education course approved by the Department.

Age restrictions to operate a PWC in Texas:

Children under 13 are specifically prohibited from operating a PWC unless accompanied on board by a person at least 18 years of age.

To operate a PWC, the operator must meet one of the following:

  • Born on or after September 1, 1993 and passed a boater education class or equivalency examination prescribed by the Texas Parks and Wildlife Department, or
  • Born before September 1, 1993, or,
  • Persons requiring boater education who have not competed it must be accompanied by a person 18 years of age (who can legally operate) or older, or
  • At least 13 years of age and have passed a boater education course or equivalency examination prescribed by the department.

At what minimum age can a person be certified in Texas?

To operate a vessel alone in Texas, a boater must be 13 years of age to operate a vessel of more than 15 horsepower; or windblown vessel over 14 feet in length; and meet the requirements as stated above.

What forms of identification does a person have to carry on board?

Persons subject to this law must have a picture identification card and a boater certification card issued by the department in their possession.
